I purchased a package of theme which I tried to install but I got the following error message " The package could not be installed. The theme is missing the style.css stylesheet."

Most probably you purchased HTML template and you tried to install it in WordPress, it will not work, HTML templates can not be installed in WordPress
Oh so in that case what is the procedure to get the refund.
